Franco-German group of experts propose ideas for EU reforms

Brussels, 19 September 2023, dtt-net.com – At today’s General Affairs Council (GAC), a Franco-German working group set up by the governments of the two bloc’s members presented a 52-page report on EU institutional reform, but when it comes to the decision making in the process of enlargement, they are silent on whether the launch of accession talks should continue be taken with unanimity or switch to Qualified Majority Vote (QMV), while yes the group suggests that opening and closing of negotiating chapters be switched to QMV by member states and the conclusion of the negotiating process, the ratification of accession treaty respectively, to still be decided with unanimity.
