Albania prosecution launches another investigation on indicted deputy PM/Minister

Tirana, 24 November 2025, dtt-net.com – Albania’s special prosecution against corruption and organized crime (SPAK) said it has launched another investigation on the indicted Deputy Prime Minister and Minister of Infrastructure and Energy, Belinda Balluku, after a criminal complaint filed by the opposition over alleged abuse of office and breach of rules on public procurement. The Democratic Party (PD) has filed a complaint against Balluku and eleven others, including a lawmaker of the ruling Socialist Party (PS) and his brother, related to projects for water supply and wastewater in the coastal town of Durres back in 2021.

PD’s lawmaker Adriana Kalaja today published a response from SPAK to her filings confirming launch of investigation.

“This criminal proceeding is in the phase of preliminary investigation,” SPAK writes in the response to Kalaja.

According to PD’s lawyer, the damage caused to the state budget in Durres ups to 37 million Euros.

SPAK has indicted Balluku already on two cases on charges of breach of rules on public procurement, related to the construction projects of motorway ‘Llogara Tunnel’ and motorway ring of capital Tirana.

On both charges, SPAK said that Balluku and her associates have “predetermined the winner of this procurement procedure, created unfair advantages and privileges for the merger of economic operators.”

The Special Court for Corruption and Organized Crime (GJKKO) has suspended Balluku from holding posts and also banned her from leaving the country and has confiscated her passport.

Five former officials of the ministry led by Balluku and infrastructure agency are also indicted on same charges.

The PD is calling the Prime Minister Edi Rama to dismiss Balluku but he refuses to do so.

Rama said last week the government will file a complaint to the Constitutional Court court over what he called “violation” of government’s functioning by SPAK and the GJKKO.
