Montenegro makes another step in EU entry talks hoping to join in 2028 but likely without voting rights

Luxembourg/Podgorica, 15 June 2026, dtt-net.com – With two negotiating chapters closed today in EU accession negotiations Montenegro is moving fast in the process, with authorities in Podgorica hoping the country becomes member of the bloc in 2028, and likely the first newcomer without voting rights temporarily on enlargement, foreign affairs and defence, and budget, following a proposal pushed forward by France, Germany and Benelux countries. At the meeting of today in Luxembourg, Montenegro closed Chapter 2 on Freedom of Movement for Workers, and the Chapter 28 on Consumer and Health protection. The two chapters are part of cluster 2 on internal market.
