Montenegro parliament urged to abandon draft-law on protests

Podgorica/Strasbourg, 24 July 2025, dtt-net.com – The Parliament of Montenegro should not adopt changes proposed by the parliamentary majority that “excessively restrict freedom of peaceful assembly”, the Council of Europe (CoE) Commissioner for Human Rights, Michael O’Flaherty, called today.

“These proposals are incompatible with international human rights standards, in particular Article 11 of the European Convention on Human Rights (ECHR) which guarantees the right to freedom of peaceful assembly,” O’Flaherty said in a media statement.
