Bosnia’s Serb party blocks adoption of draft laws needed for EU entry talks again

Sarajevo, 08 December 2025, dtt-net.com – The government of Bosnia and Herzegovina (BiH) today again did not tackle two draft laws and appointment of chief negotiator for EU accession talks as Serb ministers from the pro-Russia party again voted against session’s agenda. Two ministers of the Alliance of Independent Social-democrats (SNSD) voted against agenda which included draft-laws for BiH Court and High Judicial and Prosecutorial Council (HJPC), and formation of office for chief negotiator for EU accession negotiations and appointment of negotiator.

Adoption of the two laws by the institutions of BiH and appointment of government’s chief negotiator are the three moves which the country needs to open membership talks with the European bloc.

Same happened six days ago.

SNSD continues insisting that chief negotiator should be from its ranks, but Bosniak parties refuse to grant the post to the party of the pro-Russia former Serb entity’s President Milorad Dodik.

Other dispute relates to the law on BiH Court, as SNSD wants the Appellate Court to be in Serb entity.

The head of EU office in Sarajevo recalled that BiH needs to make the changes of laws and have a chief negotiator to make next steps in EU pathway process.

“Today’s unsuccessful Council of Ministers session is another missed opportunity for BiH 🇧🇦 to make progress towards a future in the EU. The EU 🇪🇺 position is clear – we want BiH to join our Union. But for this to happen, BiH needs to fulfil the necessary criteria. We cannot want EU membership for the country more than BiH’s authorities,” Luigi Soreca said through X.

“The window of opportunity to move forward on the EU path must not be missed. It might not be there forever. We urge political actors to focus on delivering on the remaining steps, including the adoption the Law on HJPC and Law on Courts in line with European standards, and the appointment of a Chief Negotiator and negotiating team that can represent the country with one voice,” he called.
