Montenegro president refuses to decree energy deal with UAE citing constitutional and law breaches

Podgorica, 02 March 2026, dtt-net.com – The President of Montenegro, Jakov Milatovic, today returned to the Parliament a government deal on energy cooperation with United Arab Emirates (UAE) for changes citing breaches of the Constitution and laws on foreign investments. “My decision is not directed against development, investment, or international cooperation. On the contrary. It is directed towards protecting the Constitution, legal order, economic sovereignty, and long-term interests of the state of Montenegro. This Agreement, in the form in which it was adopted, raises serious and multi-layered constitutional and legal issues that have not been adequately considered,” Milatovic said in a press statement.
