Podgorica, 22 March 2026, dtt-net.com – A new report from a Swedish institute shows that Montenegro has best democracy level of Western Balkans six countries followed by Kosovo, while Serbia does worst by far since arrival in power of the current authoritarian President Aleksandar Vucic undermining heavily the quality of elections.
According to the Gothenburg V-Dem Institute, Montenegro ranks 66th worldwide on Liberal Democracy Index (LDI), followed by Kosovo 72nd; Albania 81st, North Macedonia 85th; Bosnia and Herzegovina (BiH) 91st. Serbia ranks last at 112th place.
