Brussels/Sarajevo, 29 May 2026, dtt-net.com – The European Union says conditions for terminating the Office of High Representative (OHR) in Bosnia and Herzegovina (BiH), known as 5+2 Agenda are not met yet, as Serb entity, together with Serbia, Russia and China push for its closure without delay. “EU supports the mission of the High Representative and his Office towards fulfilling the 5+2 Agenda. Completing the 5+2 Agenda is a condition for phasing out the Office of the High Representative,” a EU spokesperson told dtt-net.com.
OHR is in charge of supervising implementation of civilian aspects of Dayton Peace Agreement of 1995.
The main elements of the 5+2 Agenda relate to the immovable property and also army’s land property, which Serb entity says belongs to entities and not to the state of BiH.
Last week, Serb entity’s parliament called the United Nations Security Council to terminate OHR office, as western powers are consulting to appoint a new one, following resignation of German diplomat Christian Schmidt.
“As a member of the Peace Implementation Council Steering Board, the EU will engage actively to ensure a timely transition [in accordance with the established procedure],” the spokesperson said.
Serb entity has said that if a new envoy is not endorsed by the UN top body it will not recognize his authority, as the EU, UK and the USA are expected to appoint a new one through Permanent Implementation council (PIC) where Russia does not participate anymore.
Bosniak parties share the opinion of the EU of continuing with the OHR office, while position of main party of Croats is for extension of the office for two more years only and with limited powers.
